NCIRE – The Veterans Health Research Institute is the leading nonprofit research institute in the United States devoted to advancing Veterans health research. NCIRE currently has an exciting job opportunity for a Controller position available within our core administrative office. Working closely with executive management the incumbent will provide counsel based on a thorough working knowledge of applicable Financial Accounting Standards Board Practices. Using creative and strategic thinking, the successful candidate will identify process and system improvements, recommending changes that support strategic effectiveness.
The incumbent will be responsible for planning, budgeting, development and oversight of all accounting/payroll functions for the organization. Major areas of focus include, but are not limited to the following: monitoring activity for specific regulatory concerns outlined in OMB Circulars A-122, A-133, A-21 and A-110, preparation and timely filing of all accounting and financial reports for governmental and regulatory agencies, recommending and implementing policy and procedures to ensure efficiency and accuracy within the department, acts as a resource to internal and external units in preparing forecasts and budgets based upon specific requests, analyzes and consolidates all cost accounting procedures together with other statistical reports for board presentation, responsible for validation of accounting data, reconciles accounts and adjusts entries, ensures that the knowledge enhancement and the professional development of accounting personnel meets or exceeds performance standards and expectations, provides an atmosphere for innovation and employee empowerment, and monitors and develops staff to maximize departmental performance.

The ideal candidate will have BA/BS in Accounting or Finance with minimum 8-10 years progressive accounting experience and must have designed and implemented internal controls over financial operations with significant experience supervising personnel.
A strong emphasis in cost accounting and internal controls is required. CPA or completion of audit experience and substantial completion of examination is required. Proven experience with financial reporting in a not-for-profit environment is highly desirable. The incumbent must have proven financial analysis and spreadsheet proficiency. Must have automated accounting systems experience (Solomon strongly preferred). The ability to effectively communicate with all levels of personnel is essential. Strong organizational skills and the ability to meet deadlines is a critical component for success in this role.
