Essential Functions:

Under the general direction of the University Controller for Business Financial Services, the Financial Reporting and Tax Manager directs the work and monitors the GAAP and Tax business unit. The Manager ensures that assigned accounting program activities are carried out in accordance with established policies and procedures and generally accepted accounting standards, identifies actual or potential problems and recommends corrective or preventative actions, develops audited financial statements and reports, provides consultative services to campus administrators in resolving accounting problems. Recommends and implements changes in accounting system procedures. The incumbent assures that all financial reporting requirements of the University are met, including areas such as new and existing GASB standards, pension accounting, capital asset infrastructure reporting and accurate reporting of long-term debt obligations.


Required and Desired Qualifications:

o Candidates should have a Bachelor’s degree in accounting, taxation, or a related field and have five (5) years of experience with financial statement preparation and tax compliance.

o Candidates should have extensive knowledge of GAAP, GASB, FASB, Legal and FIRMS standards, experience with nonresident alien tax reporting requirement, and have an ability to develop and implement financial or tax compliance policies and procedures.

o Candidates should have strong analytical and interpretive skills for GAAP financial statement preparation and reporting; including the ability to recognize and anticipate audit issues before they are articulated by external audit firm or others involved in the audit process.

o Candidates should have experience in financial or tax research, interpretation, analysis, and application; strong oral and written communication skills; and strong analytical, planning, coordination skills.

o Candidates must work effectively with various departments and administrative personnel with different communication, cultural, and management styles; work independently and maintain confidential information.

o Candidates for this job should have the ability and/or interest in working in a multicultural/multiethnic environment.


Preferred Qualifications:

o Active statues as a Certified Public Accountant in California.

o Master’s Degree in Accounting or Finance, Taxation, or related field.

o Financial or tax experience in higher education and/or the CSU system

o Knowledge of immigration and visa issues and experience with research and compliance in other federal and state tax areas (e.g. UBIT, sales tax, payroll tax, independent contractor, and 1099 and 1098-T reporting).


This position is a 'designated position' in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.


The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
