QUALIFICATIONS: This position requires knowledge of applicable State and Federal codes and regulations as applied to public school accounting and budgeting; a high degree of technical knowledge and skills related to financial and budgetary analysis and analogical and problem solving skills.
Must possess the skill to interpret and successfully implement District policies, objectives and directives; analyze complex and varied data/information from a variety of sources; develop practical and applicable alternatives with justifications; determine the appropriate solution and successfully implement; communicate effectively and tactfully in both oral and written forms.
Assist in the development, implementation and review of appropriate and effective controls and procedures to support budget’s maintenance and compliance activities specific to State and Federal Programs; supervise, coordinate and oversee assigned staff in the support and maintenance of District’s budgetary process; oversee work flow, reviewing work products and establishing timelines; participate in the design and development of information systems to ensure future accountability and adequate internal controls; act as a major resource to District and school site administrators regarding the District's State and Federal budget process, funds available, balance to date and year end reporting; responsible for journal entries; assist administrators with the Personnel Activity Reports; act as liaison between District and a variety of governmental and/or funding agencies; collect and transfer data and information, answer questions, prepare reports, revenues and expenditures; assist with fiscal components of Federal program monitoring; prepares funding reports for the State’s consolidated application system; responsible for the Time and Effort Policies and Procedures manual and processes; develop information to provide the District with a long range financial plan; analyzes potential program/project expenditures and payment to determine possible financial impact on related programs/projects, projecting various alternative costs and scenarios for decision-making process; prepare funding projections for all State and Federal categorical programs; supervise, review and monitor the completion of required forms, in order to successfully meet projection timelines for assigned projects; present and interpret financial reports and budgets to Board members, District employees and community groups.
EDUCATION/EXPERIENCE: Bachelor’s degree in Accounting, or related field, C.P.A. certificate preferred. A minimum of five (5) years of accounting or financial experience which includes three (3) years in a large public or private environment.
A CRIMINAL HISTORY CHECK WILL BE REQUIRED OF THE SUCCESSFUL CANDIDATE PRIOR TO EMPLOYMENT.
DUTIES OF POSITION: Assist the Director of Budget with the District's budget process for Special Education and categorical programs. Employees in this classification receive limited supervision, within a broad framework of policies and guidelines specific to State and Federal Programs. Employees in this classification supervise, coordinate and oversee the work of assigned staff. This job classification exercises responsibility for the effective administration and support of the District’s budgetary process; monitoring funds available, expenditures and financial information systems. This job classification requires a high degree of specialized and technical knowledge and skills related to financial and budgetary analyses as well as strong analytical and problem-solving skills.

NUMBER OF MONTHS: 12 (to begin as soon as possible)
