Suzanne Beaudelaire, a former BOE sales/use tax auditor and long-time sales/use tax consultant, presents an update of California sales/use tax topics of interest, including what's new for 2019.  She will also discuss the impact of the US Supreme Court decision in Wayfair on multi-state sales/use tax collection and reporting requirements, including some key differences between sales/use taxes in California compared to other states.

Objectives:

  • Learn how the new economic nexus standard established by the USSC decision in Wayfair may affect your clients/company.
  • Gain an understanding of how the Wayfair decision changed district use tax collection requirements throughout California and the USA.
  • Understand what else has changed in California since out last update.

Suzanne Beaudelaire
Suzanne Beaudelaire is a sole practitioner, providing multi-state sales and use tax consulting services to businesses directly and through accounting and law firms. She has worked exclusively in the field of sales and use taxation for over 21 years, including four years with the state and 17 in public accounting. Her sales and use tax career began at the California State Board of Equalization (BOE), where she conducted sales and use tax audits of businesses and high net-worth individuals. She also served as Sergeant at Arms at Board Hearings. Ernst & Young (EY) recruited her for their State and Local Tax (SALT) practice. Ms. Beaudelaire also worked for Grant Thornton's SALT Group. In 1997 she rejoined EY, where she practiced until Nov. 2009. Ms. Beaudelaire has succeeded in dramatically reducing multi-state sales and use tax audit assessments, representing clients at all stages, from audit fieldwork through all levels of administrative appeals, settlement, and litigation support. In addition to audit defense, multi-state services also include sales and use tax advice in connection with nexus/filing obligations, the taxability of unique and routine business transactions, and buying or selling a business, sales and use tax overpayment studies and refund claims, anonymous voluntary disclosures, abatement of penalties, sales and use tax compliance policies and procedures and in-house training. She has been a CPA since 1995, and a certified member (CMI) of the Institute for Professionals in Taxation since 1996. She is an active member of CalCPA, currently as a Director on the Board of the Los Angeles chapter and chairing the Downtown Discussion Group. Ms. Beaudelaire has also been a frequent guest speaker on sales and use taxation topics for SALT courses at Golden Gate's Masters in Tax program, the Tax Executives Institute, CalCPA and the Institute of Management Accountants. Ms. Beaudelaire holds a BS in Business Administration, Accounting, from the California State University at Long Beach.
